Nowadays, the contradiction between human and land has become increasingly prominent, and thus it has been paid close attention to realize optimal use of land resources. From the view of resources use, land property rights will become clearer and land market will develop faster when cadastral management system has been improved; from the view of resources protection, integrated cadastral system will strengthen the awareness of people to protect land resources and provide strong basis for government to make land protection policies. Obviously, it is urgent to build an integrated and effective cadastral management system to ensure the optimal use of land resources in China. Based on sustainable development theory, resource allocation theory and property rights theory, by reviewing the development history of cadastre in China, concluding the experience of cadastral development in foreign countries, and analyzing the development status of cadastre in China, this paper adopts methods of logical deduction and experience reference, and proposes measures to develop China’s cadastral management system and realize land resources optimal use.
