| The state-owned economy in China is in a dominant position in socialist economy and is the leading power of the entire national economy. In the new periods of reform and opening up tide, compared with other aspects of the reform of state-owned enterprises, the configuration of roles the state-owned economy has been an important link of the reform of stated-owned enterprises. So far, however, the reform of state-owned economic faces many obstacles in both theory and practice, whose key lies in its configuration role didn’t get clear orientation and play their due role, in addition to institutional chronic. In view of this, under the guidance of Marxism and adhering to the historical materialism stand, viewpoint and method, this article combines one of the basic aspects of the concerns of the Marxist ownership which means the problem of the system of ownership’s achieve form; by combining detailed historical documents, it examines the objective situation of the role definition of the state-owned economy configuration in various historical stages include the new democratic of construction period in China since1949, the socialist transformation period, the comprehensive construction socialist period, the "Cultural Revolution" decade, the wandering period in1977-1978, the policy adjustment period in1979-1992, and the system innovation period since1993, and meanwhile, through taking1978as the watershed, it analyzes the reasons and impacts of different state-owned economy’s configuration role that are highlighted before and after the reform; on this basis, it explores special performance and its basis of the reposition of state-owned economic configuration role in the new period, and finally combined with the developed countries’property rights reform of state-owned enterprises experience measures and puts forward some personal opinions about the impersonation ideas and countermeasures of the "little and superior" special configuration role. |
