Large population, inadequate resources per capita and the fragile ecological environment is China’s basic national conditions. Since the beginning of the new century, China’s economic growth is at an amazing rate. However, with its rapid economic growth, the ecological environment problem is particularly prominent. Extensive mode of production methods and the mode of economic growth achieved at the cost of resource consumption and environmental pollution is difficult to continue. It must implement the mode of production from extensive to intensive type of change, with the formation of low-input, low pollution but high-yield new development model; to develop economy with minimal resources and environmental costs, and to protect the environment with minimal economic cost so as to achieve the path of sustainable development by a virtuous cycle of economic development and environmental protection. The article goes by the philosophy of Marxism as a methodology guidance, reflecting and summing up the general regularity of industrialization and resource consumption and ecological environment changes, and analyze with the perspective of ecological environment that it’s necessary to build a resource-saving and environment-friendly society in the new century economic transition of China; it puts forward the development of circular economy in order to achieve the organic unity of resource conservation and environmental protection; and on the basis of summarizing the types, changes and the implementation of environmental policies of other countries, combining a number of disadvantages at the model of economic development under the traditional path of industrialization, so as to suggest China go forward to the new path of industrialization and the policy measures should be taken to build a resource-saving and environment-friendly society.
