Research On The Issue Of Land For Security

"Land for social security" which relates with people’s welfare once again becomes the focus of public opinion and has an impact on the reform process of China’s urbanization. The remark that "Land for social security is actually a second exploitation toward peasants pushes the discussion to hit the climax. The questions featuring no guarantee, no dependence and no employment of the new citizens-the farmers migrate to cities--have been a hot issue of the academic community. However, the key to the problem for both peasants who have lost their land and the new citizens lies in government’s compensation and resettlement for them. Reasonable ways of compensation and resettlement can maintain social stability and harmony.In this essay, a judgment toward the trend of "Land for social security" has been made, based on thorough discussion and comparison of current several domestic typical modes of "Land for social security". More efforts were made to the mode of Chengdu which is one of the important cities of large scale development of western region. I also explore in depth its background, current situations and the survival and development problems faced by the new city residents. Guided by the use of the multi-elements theory, I have done my utmost to explore how to rationally build a consummate social security system for new city dwellers, so as to fulfill their survival and development right under the backdrop of the "12th Five-Year" period to accelerate the development of urbanization.
