For traditional mobile network operators, telecommunications enterprises have determined the frames of support systems, such as MSS, BSS, OSS, etc., in combination with their own characteristics and eTom model and build IT support systems within the corresponding frames to perfect systems’ support ability so that they can provide better service for their telecommunications service.After delivering3G license, CMCC in order to satisfy the new demand for network resource management under the whole China Telcom’s competitive situation, network resource management should be improved on the basis of current professional network resource management system and the whole professional end-to-end network resource management system within operators should be built. Integrated Network Resources Management System (hereinafter referred to as IRMS for short), the comprehensive support system about resource management based on varied professional network management, achieves mainly such related functions as the development, management, operation, etc. of network resource and service besides the function of managing the whole life cycle of network resources. It is a management system involving multiple lines even all lines as well as a extremely complicated project for building IT system. It has been almost ten years since the first IT system about network resource management of China Telecom was built. However, successful project for building IT system about resource management is rare. Therefore, building IT system about resource management has been a headache in the field of project management.Through analyzing the means of building integrated resource management system and in combination with the theory of project scope management, this thesis studies how to apply this theory to build IT software system for telecommunications companies. Using project management in a reasonable way will smooth the project construction so that our expected result will be achieved by using resource effectively. In addition, by analyzing and applying project management, workers can incorporate this kind of means with daily operations of projects, which will change the current chaos of project management and improve companies’ competitiveness. And a scientific and effective implementing plan provided for all kinds of projects helps to change the current manner of working and to advance the revolution of project management mode. Furthermore, staff can master elementary knowledge about project management. They become to think initiatively and work in right ways rather than operate mechanically in accordance with orders, all of which can improve work efficiency, save companies’ resource and promote the development of companies as well as the construction of integrated resource project.
