Faced with the economic globalization in the21th century, executives home and abroad share the understanding that the human resource is the primary resource for modern enterprises, and it plays a vital role in their development and is essential for them to prevail amid fierce competition. Such has been the case in the financial institutions in banking industry. Banks in America, French, Germany and China all attach great importance to HR management and development. They regard human resources as the prerequisite and corner stone of pursuing the banking business on the grounds of human-orientation conception. Enterprise creates its value through the combined efforts of human resource and money capital, between which human resource is more proactive and more sustainable for continuous utilization. Specialized in providing financial products and services, banking industry sees human resource as the core drive for creating its value; in other words, winners in the human resource competition are bound to be the winners of market, and eventually, the future. Presently, the reform of the Rural Credit Cooperatives, which has drawn much attention, is in a crucial transitional period, but one of the major hurdles to the reform and development is the incompetence of their personnel. Liangshan Rural Credit Cooperative is no exception. It is a small-and-medium sized rural financial institution located in the minority areas in Sichuan province, southwest of China. In the2011’s reform aimed to integrate branches and form a solo legal entity at a prefecture level, entitled as Liangshan Rural Credit Cooperative Ltd., notable improvement in human resources is one of its major objectives. Liangshan Rural Credit Cooperative is located in the remote and secluded Liangshan Yi Autonomous Prefecture with underdeveloped economy. Its staff is less than qualified and performs accordingly; moreover, legal cases involve its own staff frequently happen. This thesis tries to find out the key problems through analyzing a survey of status quo of the personnel, so as to come up with solutions. It bears practical significance to overall improvement of the personnel quality and the raise of comprehensive strength of Liangshan Rural Credit Cooperative.
