Traditional cooperative medical system in China has the benefit of the majority of rural residents and plays a huge role to safeguard the lives and health of the majority of farmers. But with the disintegration of the rural collective economy and the establishment of market economy, the traditional rural cooperative medical care has rapidly fading; the majority of farmers have become no protection-of-pocket medical groups. This is partly the result a very serious problem of the majority of the farmers’ groups "poverty caused by illness and back into poverty by illness". On the basis of summing up experiences and lessons of the traditional cooperative medical, and along with the pace of health system reform in China, our government proposed the establishment of new rural cooperative medical system (hereinafter referred to as the new rural cooperative).Ning’er, in Pu’er City, Yunnan Province, started the new rural cooperative work in2006, in accordance with principles of the governmental organizations, farmers’voluntary participation, and give full play to the coordinating role of governmental organizations to take measures to develop the implementation plan. After four years of practice, the broad masses of peasants in Ning’er have significantly concerned about their health awareness and the awareness to see doctors for medical treatment. This have changed the past situation of "minor illnesses suffer, serious illness dragged". Some farmers’"poverty caused by illness and back into poverty by illness" problems have be effectively addressed. Farmers have voluntary enthusiasm for participating for the new rural cooperative and it owns lots of praises of the majority of farmers. However, we found that there are achievements, but also expose many problems in the process of research and analysis about the NCMS of Ning’er,The study selected Ning’er country as a typical representative of underdeveloped areas for research, took the country NCMS implementation of the status as the main research object, and based on the country and nine township(town) hospital social research. We built the comprehensive evaluation of the NRCM on the basis of access to relevant research literature. And we used fuzzy comprehensive evaluation method to empirical analysis Ning’er NCMS.Specific research contents:(1)Collecing data of Ning’er NCMS and inspection of the relevant literature in recent years;(2)To Identify various factors affecting the NCMS development and persistent in underdeveloped areas(Ning’er country was the main object of the study) using expert consultation method combined with the NCMS satisfaction questionnaire. And established a comprehensive evaluation system of the region NCMS;(3)Using the evaluation system to the analysis of the status of Ning’er NCMS implementation and drew the score level;(4)To Identify the impact factors with lower score in the comprehensive evaluation of the NCMS, that is the shortcomings and problems in the implementation process. And analyze the reasons leading to these problems;(5)Put forward the targeted and operability comments and suggestions with these finding problems.Conclusions:There were many problems of NCMS in underdeveloped areas, such as insufficient capital investment, the contribution rate of the low level and single channels, the medical protection fairness not fully reflected, farmers’ lower participation and satisfaction of the medical institutions and so on.Suggestions:Increasing government funding and grant efforts, broaden the investment channels to attract social funds, focus on the rational allocation of health care resources and pay more attention to the fairness of farmers’ participation of medical protection, and improve the hardware facilities of the medical security of farmers and increase the protection level of the expansion of the coverage.
