With the continuous development of society, the era of knowledge economy hasarrived, innovation has become the most important feature of this era. If an enterprisewants to stand out in the increasingly fierce competition, it must maintain a long-termcompetitive advantage, then it must be innovative, so the main body of the BusinessInnovation—the Innovative Human Capital has drawn the attention of the enterprisesgradually, how to make the innovative human capital create more value for companies,and how to manage the value of the innovative human capital, are becoming the focusof attention of the enterprises. This study also is in this context.The theory of value—based management becomes mature continually, the valuechain management as one of the value—based management means has become acommon method of human resource management. The past research on innovativehuman capital mostly concentrated in the definition, characteristics, motivation andevaluation of innovative human capital, the systematic study on the innovative humancapital value—based management is few. Therefore, this article considers to combineboth the innovative human capital and the value chain management, different from theperspective of business management in the human resource value chain in the past,it’sfrom the perspective of humanistic management, tries to make a systematic study onthe innovative human capital value—based management.In this paper, this article mainly adopts normative analysis, first, it expounds thebackground of the problem put forward, the theoretical significance and practicalsignificance of the research, second, it reviews the research on the human capitalvalue chain and innovative human capital respectively, to find the entry point of thestudy, and then through the introduction of relevance theory of innovative humancapital value chain, lays the basis of our study, again, it makes a brief analysis ofhuman capital value chain and innovative human capital value chain, clears and thebasic ideas and framework of the innovative human capital value chain build, andidentifies four areas of it—value found, value creation, value evaluation and value distribution, next, in accordance with the basic framework of innovative humancapital value chain, this article describes the four areas in detail, finally, it summarizesthe whole article, points out the main innovative points, makes future expectation andpoints out the field worth continue to study.The innovation of this paper is from the humanistic management point of view,rather than continue the business management point of view in the study on humanresources value chain before, it combines innovative human capital and human capitalvalue chain the both to make a systematic research; in addition, it adds the "innovativehuman capital value found" in the innovative human capital value chain,"innovativehuman capital value evaluation" is divided into "innovative human capital initialvalue evaluation" and "innovative human capital subsequent value evaluation", and inevery aspect, the article starts from the humanistic management point of view, aims atthe characteristics of innovative human capital, all put forward different views.In short, the purpose of this study is to find innovative human capital for theenterprise, find ways and means to play the value of innovative human capital, and tryto through reasonably innovative human capital value evaluation and valuedistribution, provide some help to motivate and retain innovative human capital, inturn, make them create more value for the enterprises, and also achieve the innovativehuman capital’s self-worth realization.
