The purpose of building security housing is to solve the housing problems for thelow-income and special vulnerable groups, and to ensure all the people enjoy theirright to "Housing". In recent years, China has continued to increase the financialinvestment to build security housing. To a certain extent, it really solved the housingproblems of the disadvantaged groups, but there is also a constantly increasingnumber of engineering and social problems due to unscientific decision method andindifference to project decision-making. To study the scientific decision-makingmethod of security housing construction project and improve the decision-makinglevel is very important for our country to solve the housing problem and promotesocial development.For the security housing construction project,we should build economy house,so it needs to take the use-cost into consideration, not just initial constructioncost.Security housing project is a government welfare project, not for profit. In orderto get the best investment returns, simply considering the economic benefit in thedecision-making is not comprehensive, the social benefit should also be considered.Therefore, on the basis of existing research, the full life-cycle cost theory was used inthe security housing construction project decision-making. The life-cycle coststructure of security housing construction project and the estimation model based onthe Monte Carlo simulation technique were established. Then the social benefitevaluation was discussed,the social benefit evaluation index system and evaluationmodel based on the mixed indicators gray target decision-making method wereestablished.These two parts together constitute the cost-benefit analysisdecision-making model of security housing project. In order to improve thedecision-making system of the security housing construction project, the applicationof value engineering make the decision-making system more comprehensive andscientific. The empirical analysis of a specific security housing construction projectwas also introduced, in order to verify the applicability and effectiveness of theproposed decision-making model.From the life cycle cost analysis and social evaluation, and combined withevalue engineering analysis, this paper proposed a complete decision-making framework of the security housing construction project, and a programdecision-making model was established based on the application of mathematicaltheory and computer technology. The purpose is to provide a scientific method for thesecurity housing construction project decision-making and a reference for thegovernment to improve investment decision-making level and efficiency.
