The history of real estate industry in china is not long but has become the mainstay of thenational economy, the main component of our macroscopical economic system, it is also akey and difficult aspect in our country’s macro economical control. The property itself is ahighly cyclical industry, its development move with macroscopical economical closely related,and its development depends on regulations and policies.I think our country’s city estate has a feature of duality, it is an important component ofthe national economy while special social assurance, consequently, we should bring marketmechanisms to the real estate industry as well as best ensuring public interest, the benefit ofthe real estate industry is the focal point of our social contradictions. So, setting scientificaland logical policy basing on the real estate industry’s current situation and its particularity cansolve these problem radically.This paper has tracked the real estate control policies in recent years from real estate taxpolicy, land policy, financial policy and other housing policies through the great background.We can conclude that land prices rise much faster than average growth rate of the commercialresidential building from analysis of the influence of the land policy to real estate according tothe actual supply of city housing, land structure and land price. Tax policy has increased thecosts of the new real estate, strangle the supply as well as commercial housing transactionsand depressed the demand. Under the precondition of the overall analysis the movements ofreal estate’s capital sources and the change of the financial composition, we can find that realestate credit policy has a positive effect on the real estate industry while restrains the rigiddemand, increases the financial difficulties of small and medium-sized enterprise. Concerningthe analysis of effect of other estate policies, we have paid attention to major economicpolicies in recent three years especially restrictions of the real estate.The main idea of this paper is to apply the theoretical approaches of policy science andreform management, deeply analyse the significant influence and problems of the policies ofreal estate, we can find that failure cause of real estate are impacts of housing policy, theinsufficient implementation of policy, poor institutions and timeliness, and present the methodof resolving the problems on the basis of the front analysis.
