Study On The Rural Old-Age Security System Of Kangle County In Gansu Province

In recent years, the trend of aging has been more and more serious in China’s rural areas, to face this challenge and let the old rural residents can be well raised, the16th Congress of the Chinese Communist Party reported that:"try to establish old-age pensions, medical insurance and security system of minimum living in some qualified rural areas". Now, it has become one of the important rural work to establish old-age security system and guarantee the lives of rural residents. Besides, it will also have a profound impact on social stability and development.As a poor county in Northwest China, in order to promote sustainable development of population and economy in rural areas and change its backwardness, Kangle county has to effectively solve the old-age security problems of rural residents.Therefore, the construction of rural old-age security in Kangle county will be set as the main object of this study. Referring to the relevant practical experience from home and abroad,this paper will make a choice and put forward some suggestions on rural old-age security system. Full paper was divided into five parts:The first part is an introduction which aims to summarize the basic view of the study. It introduces the background and significance of the study, then makes a brief summary and analysis on Current research. Finally, this part put forward the contents, methods and innovations of this study.The second part defines some concepts related to the rural old-age security and discusses relevant theories. On this basis, this part has laid a solid theoretical foundation for the paper.The third part carries out an investigation on current development of rural old-age security in Kangle county. In recent years, the scale of rural family has been increasingly miniaturized and people had different ideas, therefore, the home-based informal rural old-age security system has been under threat. Meanwhile, under the current socio-economic system, the rural old-age security in Kangle county still only benefits those people who need five kinds of security or people whose land has been occupied. What is more, new rural endowment insurance system has not been established. Therefore, Kangle county should construct the new rural old-age security system on the basis of practical experience in other areas.In order to solve problems of rural old-age security in Kangle county, the fourth part describes and analyzes the pattern of rural old-age security at home and abroad.The fifth part puts forward suggestions on model selection and system design for rural old-age security system. The new system points out that the government has to assume the ultimate responsibility to establish a unified old-age security system in rural areas.All in all, Kangle county should constantly develop and integrate various kinds of rural endowment ways and finally establish a new type of rural old-age security system.
