The Research Of PPP Financing Mode In The Low-rent Housing Construction

In recent years, the increasing attention of the Chinese Government on theindemnificatory apartment seems to be returned to a certain extent, originally housingreform in1998, and2010even as the " indemnificatory apartment" first year. The centralgovernment launched a series of indemnificatory apartment construction in the planningand implementation of measures, such as low-rent housing in2009and2010SecurityPlanning "(2009)," low-rent housing management issues related to notice "(2010), butChina become increasingly prominent in the low-rent housing construction, a hugeproblem is the lack of funding sources.This paper studies the characteristics of China’s low-rent housing, development andimplementation of the significance, and in the light of foreign experience, the hugefunding gap in China’s low-rent housing construction process of the current situation andthe dilemma facing financing difficulties. In reference to foreign practices on the basis ofdomestic means of financing based on practice, the application of the PPP(Public-Private Partnership) financing model to solve the financing difficulties faced bylow-rent housing. Research and practice of large-scale infrastructure projects at homeand abroad, has been vigorously advocated by the PPP mode, have done some large-scalepublic-private partnership infrastructure projects completed in China, a typical BeijingMetro Line and the subway line, for the PPP financing model in the low-rent housingconstruction is a good reference and reference.On the basis of theoretical studies, this article tries to give the basic processes andstages of the PPP financing mode, the reference for the specific application, andcomparison with other related modes of financing, pointing out that in China thestrengths and weaknesses of the PPP mode in the field of low-rent housing finance.
