Public houses system is an ensure system which was set up by the government especially in order to solve housing problem for those lowest-income families. The price of house rises up continuously with the reform of housing policy, which has exceeded the ability of the low-income families. The government must do something to solve the difficulties of the lowest-income families in housing for both efficiency and justice, so the government must implement the public houses system. Although the government issued "method of management for public houses", which required to implement the public houses system over the country, it's not established actually according to the current situation of the public houses system implement. According to the figures from Ministry of Construction in April of 2006, we can find that 70 of 291 cities has not set up the ensure system. The situation results from many causes, of which the most important one is the lack of money.At present the money for the public houses system is primarily from the government, which can't pay for its implement fully. The paper will discuss the feasibility of combining PPP with the construction of low-rent-house.Firstly, the paper will introduce the public houses system, analyze the current situation and problems. Then the paper will figure that it needs private money to implement the system by comparing the need for low-rent-house with the supply from government.Then the paper will introduce the definition and characteristics of PPP, discuss its advantages in construction of low-rent-house, and design a specific model. A low-rent-house project will be designed according to the situation of Qingdao, then the paper will discuss if it has attraction for private finance, how it will solve the housing problems of the low income families in Qingdao, and if the government will afford it. Finally the result will come out.At last, the paper will analyze the risks of the project and give some advice accordingly.
