One of the important measures to solve the problem of housing security in urban low-income families of China is the implementation of low-rent housing policy, providing relatively cheap ordinary housing to low-income families. While to rationally determine rent allowance of the lower rent house is crucial content to implement the low-rent housing policy. This paper tries to sum up the research results of low-rent housing pricing theory at home and abroad, select factors combining with actual situations, set up a new pricing model of rent allowance of the lower rent house and expect to provide a reference for government to formulate housing allowance policy of lower-income families.Through the comparison, analysis and study of the relative literatures, this paper considered that the rent pricing of low-rent house can based on the rent pricing of house tenancy market and also be influenced by macro economical factors. In the mean time, by comparing and analyzing the allowance methods of the low-rent house, the paper hold that should carry out the lower rent house policy by way of mainly basing on rent allowance. On this condition, through the combination of Sing-Factor linear regression analysis, Grey cognate analysis and Multiple linear regression analysis, the paper determined that the real estate market price, the local gross domestic product(GDP), and urban residents disposable income are the three main factors to affect the price, and established the market pricing model of house tenancy. This paper used the established model to price the house tenancy market in Xi'an, and collected the practical market rent sample data in Xi'an to conduct verification. By calculating and comparing the payment capacity of the lower income family in Xi'an with the current rent allowance standard in Xi'an, I think the current lower rent house allowance standard in Xi'an needs to improve.Finally, there is an analysis of existing difficulties of low-rent house rent allowance system in Xi'an and I laid down principles to improve rent allowance system in Xi'an which needs to be followed; I also analysis the factors of influencing the development of low-rent housing in terms of the perspectives of supply, demand and other impacts and suggest policy recommendations to the implementation of low-rent housing system.
