The enterprise crisis management has become the biggest obstacle to the developmentof the enterprise. By investigation, the enterprise often face the three crisis, humanresources crisis has become the a major crisis, which also has become the biggest threat tothe survival and development of the enterprise.The object of the research is the BH Motor Company, through the compensationsatisfaction surveys and employee telephone survey, found the compensation incentiveeffect is weak, which become the main cause of employee turnover. As the instruction ofthe modern salary management theory and the relevant theory of motivation andmanagement tools, find the existing problems in the current salary system, From incentiveangle, also in order to attract and hold talent, first of all, use" the Hai evaluate method" toassess the value of each post. Secondly, through the introduction of broadbandcompensation theory, the post salary and performance bonuses are redesigned, whichchanges the narrow channel of staff promotion and the low effect of salary incentive.Finally, competency model will be applied to the compensation system, it become theobjective evidence to the post salary adjustment.This research aims to reconstruct pay system and solve the existing problems, such aslow effect of salary incentive, brain drain rate high. Improve employee satisfaction andloyalty, enhance the company’s core competitiveness, promote the development of thecompany and strengthen market competitiveness in the industry.Based on discussing pay management content of the state-owned high-tech enterprises,which has certain reference significance on state-owned high-tech enterprise compensationdesign.
