The core power to drive sustainable development for an enterprise is talent asset,so the human resource is root source to develop the core capability of an enterprise.It is the core for human resource management to motivate the creativeness and initiative of the team in an organization and develop reasonable payment allocation mechanism to stimulate the enthusiasm of the team.Based on the research on the payment management situation for a small and middle size company in tea industry with the modern theory of human resource management,this paper proposes a salary mechanism of broad-band salary system based on performance for employees through optimizing organization setting and department responsibility and position value evaluation.It is an innovative and valuable trial for a tea company in Guizhou,even for all the small and middle size companies.The problem analyzed in the paper is how to design a Broad-Band salary system for Company A,from 5 aspects:Firstly,it is to study and analyze the development of the Small and Medium-sized Enterprises in China and reviewing the integrated management situation of the companies in Chinese tea industry,and to conclude the necessity of solving the problem required urgently on payment allocation system for Chinese tea companies.Secondly,it is to study the theory on the Broad-Band salary system and conclude the method of designing the Broad-Band salary system and its application in the enterprise management.Thirdly,it is to make a thorough investigation on the situation of the human resource management and payment management for Company A,and the problems in the current payment system of Company A is also to be streamlined and concluded in order to make the proposal on the Broad-Band salary system more scientific and adopt to the real situation.Fourthly,it is to state the process of designing the Broad-Band salary system for Company,including positioning,organization optimization,payment structure and performance management mechanism etc.Finally,it is to make a comprehensive evaluation and conclusion on the operation result of new system through implementing the Broad-Band salary system proposal in Company A.
