The Northwest Region Economic Structure Change On The Influence Of The Energy Efficiency Analysis

Energy does be a indispensable foundation part of the material production,which be depended when a country developing, relates to a country’s politics and economy, even plays a very important role to the human survival and development. However, the energy problem, as one of the five world problems, has become an obstacle to the economic development. In our country, the energy problem mainly displays in:the imbalance of the supply and the demand, the more serious pollution of the energy environment, the lower efficiency of energy utilization rate, therefore, solving the energy problem becomes a important task of our country to realize the economy and the resource developing continuously. Because of China’s energy resources mostly concentrate in the northwest region, so the energy problem of our country, in a sense, is the northwest region’s energy problem. Efficiency of using energy becomes the efficient way of solving or alleviating the energy problem before the clean energy time or the renewable energy time. The less researches on the influence of the changing economic structure to the northwest energy efficiency which this paper studies on, make this paper meaningful.This paper mainly focus on the influence of the changing economic structure to the northwest energy efficiency, which including the analysis of the facts of effecting the energy efficiency, such as the industrial structure, energy structure, property right structure, opening up to the outside world, and the technology progress. The reason of including the technology progress as a fact,which makes this paper more rigorous and scientific, is that it not only indirectly effects on the energy efficiency when effects on the development of economic structure and also directly effects on the energy efficiency.The full text can be divided into five parts besides the introduction.The first part (the second chapter) is related to the basics of the theories. Based on the overview of the previous researches, analyze the energy efficiency, including the definition of related concepts, two kinds of methods in measuring energy efficiency (single factor measuring method and all factors measuring method), the influence of the changing economic structure and the technical progress.The second part (the third chapter) is related to the evaluation of northwest energy efficiency and the influencing factors analysis. The third part (the fourth chapter) is related to the empirical analysison of the energy efficiency. The first, through the panel model, analyze the influence from the facts as industrial structure, energy structure, property right structure and open to the outside world to the northwest energy efficiency. The second,through regression analysis, found that reducing the rate of the heavy industry,reducing the second industry, reducing the coal consumption in the energy consumption structure, increasing the government property right, and expanding open to the outside world can promote energy efficiency. Then, this chapter also adds the technical progress factor, by re-establishing the panel model, analyzing the influence from all of the facts, we find the same result as last part and technical progress also can promote the energy efficiency. The fourth part (the fifth chapter) is related to the suggestions. Should change the mode of economic growth, establish the modern industry system, optimize the industrial structure, build energy-saving industrial system, reduce the coal consumption proportion, establish diversified energy supply system, develop the advantage of the property rights from the state-owned enterprises, reform property rights system, advocate government leading in opening to the outside world, support northwest opens to the outside world, promote the advantage of the sources of energy, attract foreign direct investment, introduce advanced technology, accelerate technical progress and technical innovation, to realize the sustained growth of energy efficiency.The fifth part (the sixth chapter)is related to the conclusion and the prospect. First, review and summarize the ideas of this paper. Second, prospect more suggestions on this paper.Main innovation of this paper is that the scope of study is northwest, that the study of energy efficiency has fresh perspective, that sample interval is longer.
