Research On Sustainable Utilization Evaluation Of Cultivated Land Resource In Reclamation Area Of Heilongjiang Province

Cultivated land is an irreplaceable resource, and its sustainable utilization is the basis of sustainable development of the national economy and society. The imbalance between land supply and demand is growing intensity with the acceleration of urbanization and industrialization process, adjustment of the industrial structure, increase of land for infrastructure (e.g. transportation, water conservancy and electricity) and construction. Thus, the study on sustainable utilization evaluation of cultivated land resources has a great significance in exploiting limited arable land rationally, ensuring food security and sustainable development of economic society.Reclamation area of Heilongjiang Province, with largest cultivated land in China, highest level of mechanization and crop integrated production capacity, is the most important national commodity grain and strategic storage base, and undertake the important task of China’s food security. With the human-land conflict intensifying, the utilization of arable land resource in reclamation area decline. Therefore, it is necessary to build the sustainable use of the evaluation index system of the Heilongjiang Province. All the dates used in this paper were collected from a large number of literatures accessed and field survey. Based on the connotation and basic theory of arable land sustainable use, various factors related to land use were analyzed. From the aspects of the land production, stability, protection, economic viability and social acceptability,20specific evaluations were finally selected in this paper. In addition, this study also build the sustainable use of the evaluation index system of cultivated land in the reclamation area of Heilongjiang Province and the years from2005to2009was definite as the evaluation period. Sustainable use indicators of cultivated land were calculated via the improved entropy method and the weights of each index were obtained. Sustainable level of arable land in the Heilongjiang Reclamation was assessed by the individual and comprehensive evaluation during the past five years, respectively. Finally, the practical countermeasures of the sustainable use of arable land resources were suggested according to the evaluation results of analyzing the main factors that affect the sustainable utilization of cultivated land in the reclamation.The main conclusions of this study are as follows:(1) Sustainable utilization of the evaluation index system of cultivated land was constructed. By emphasizing the indicators that reflect the land production, stability, protection, economic viability and social acceptability, sustainable use of the evaluation index system of the arable land was established which contained five classes of20specific evaluations.(2) Evaluation through the improved entropy method was objective and accurate. Determining the weight of each index and quantifying the values of evaluate indicators, the sustainable utilization of the various indicators were calculated by the use of the comprehensive evaluation model. The results show that:Between the year2005and2009, the comprehensive evaluation value of sustainable use of cultivated land resources in Heilongjiang reclamation area decreased from0.279to0.072, a decrease of nearly4times. The significant decline trend was begun from the year2005. This can be interpreted as the descent of the overall level of arable land quality and sustainable use of cultivated land resources in the reclamation area was still to be improved. Cultivated land use sustainability was limited by a substantial increase in crop yields. Moreover, the rate of fertilizer per hectare and the change rate of the total arable land are highly correlated to the arable land use sustainability.(3) Suggestion that promotes the sustainable use of cultivated land in the reclamation area of Heilongjiang province was proposed. According to the fact of Heilongjiang reclamation, the acceleration of upgrading the cultivated land resources sustainable utilization levels of Heilongjiang reclamation should based on the guarantee of the arable land quantity and quality of dynamic balance through the comprehensive analysis of the evaluation results and relied on scientific and technological method. Specific recommendations are as follows:Planned management of the farmland must be strengthened to ensure the land requirement of scientific development. In addition, farmland law enforcement and supervision should strengthen. Further, to strengthen the arable land ecological construction, the ecological management and protection system of the arable land should implement. Last but not the least are comprehensively promoting the information construction of land resources and improve management capabilities and service levels.
