As a developing country with lots of people but scarce of arable land, it must rely its7percent world’s arable land to support its22percent world’s population. The grain import&export is a momentous strategy problem in China’s modernization. So as to deal with theproblem of food security, stimulating the enthusiasm for grain production and adjusting thegap by grain import&export is a principle corresponds to the developing requirement.However, lacking systematical research on the grain import&export leads to poor economicbenefits. The result not only makes much unnecessary loss, but also factitiously intensifiesthe domestic supply&demand contradiction, even leading to inverse regulation. We shouldconsider both the international supply&demand and the domestic environment while settlingthis matter. It will be costly and unwise if we strive to solve the food security under anenclosed environment.Our state’s macro-control over grain markets is based on the principle of self-sufficiencyin the domestic market and the appropriate use of the international market. This paper putforward the notion of inverse regulate after observing the grain import&export data since ourcountry’s reforming and opening. Based on this, this paper analyses the mechanism of China’sgrain import&export, including its component, precondition, influencing factors, and thefeature and performance of inverse regulate since the90’s of the twentieth century.This paper systematically studies the mechanism and performance of the inverseregulation in China’s grain import&export from the price, quantity, time and benefit sincethe1990s. Then we conclude that the main reasons for "reverse regulation" are focusing onthese aspects: unreasonable decision-making system, lacking understanding of the stagecharacteristic of the grain supply&demand, lacking stability in policy-making, not realizingthe difference of the regulating goal, and so on. In the end, this paper gives some suggestionsaccording to these reasons.
