Research On The Technology Innovation Efficiency Of China’s Electronic Information Manufacturing Industry

At present, the scale of China’s electronic and information manufacturing industry hasbeen ranked first in the world. However, Technological innovation is not as significantimprovement in the continuous expansion of the industrial scale. The whole industry is still inthe middle and lower reaches of the world’s industrial chain. Weak technological innovationcapability and inefficient technological innovation seriously constrain the industry’s furtherdevelopment and the adjustment of industrial structure. How to enhance the technologicalinnovation capability of China’s electronic and information manufacturing industry, andimprove the efficiency of technological innovation has become the problem the entireindustry has to face. In this paper, we have a scientific and systematic evaluation oftechnological innovation efficiency of China’s electronic and information manufacturingindustry. And drawing from domestic and foreign industrial technology innovation theory andtechnological innovation efficiency evaluation method, combined with the characteristics andstatus of the technological innovation of China’s electronic and information manufacturingindustry, we study differences and the variation of the efficiency of China’s electronic andinformation manufacturing industry technology innovation from the industry and regionalperspectives and give corresponding countermeasures and suggestions according to theempirical the results. This paper has a study from the following aspects:(1) This paper analyzes the characteristics of technology innovation of the electronic andinformation manufacturing industry and the status quo of it from the input, the environment,and the output of technological innovation. We analyze the factors which influencing theefficiency of the technological innovation of electronic and information manufacturingindustry from technological innovation input, institutional and output factors and thenestablish technological innovation efficiency evaluation index system of China’s electronicand information manufacturing industry.(2) This paper has a static and dynamic measure of the efficiency of technologicalinnovation of China’s electronic and information manufacturing industry using DEA modelsand Malmquist Index from the industry and regional perspectives. Static efficiency measureresults show that average technology innovation efficiency of China’s electronic andinformation manufacturing industry is only0.686, and the entire industry is in the invalid stateof technological innovation; and in ten sub-sectors, only technology innovation of radio and television equipment manufacturing industry, the whole mechanism of the computer industryand computer technology of machine manufacturing industry are valid; and only easterntechnological innovation is valid in the sub-regional, while central and western technologicalinnovation is invalid from the sub-regional. Dynamic efficiency measure results show thatduring2001-2010, the average efficiency of technological innovation of China’s electronicand information manufacturing industry increased by22.4%, and the efficiency oftechnological innovation is improved during the study period; and in ten sub-sectors, onlytechnology innovation efficiency of radar and ancillary equipment manufacturing and officeequipment manufacturing are in the downward trend; From the sub-regional, the improvementof the central technological innovation efficiency is the steepest, reaching29.0%, and westernand eastern technological innovation efficiency increased by16.2%and11.9%.(3) Since the obvious regional differences in China’s electronic and informationmanufacturing industry, we use the convergence analysis to determine whether the efficiencyof technological innovation in the regional gradually converging, and whether there is asteady state. The results show that technological innovation efficiency of China’s electronicand information manufacturing industry exists convergence trends, and the differences oftechnological innovation efficiency will be gradually reduced.
