Research On The Evaluation To Innovative Ability Of Innovative Cities

Since the beginning of the21st century, technological innovation has becomethe core of competition between state to state, city, and cities, as well as corporateand enterprise, while innovation and growing awareness of the national level, tobuild an innovative country as a main strategy in this context, the main theme ofthe city’s change to create innovation-oriented city. So far, the innovative urbanpilot cities has reached42, but due to the difference between the innovativeresources of the various cities, and innovative mechanisms, innovationenvironment, innovation and the main elements, leading to the degree of innovationof each city. Therefore, to further promote the construction of innovative city, wemust fully understand the development of an innovative city, complete control ofan innovative city’s innovation capacity.Firstly， this paper redefines the definition of the innovative ability ofinnovative city at the base of reviewing the essayes home and abroad as toinnovation, innovative city, innovative ability and innovative ability evaluationindex system and other related topics. Further more, this paper divides it into5parts, support innovative ability, innovation investment ability, innovationtransformation ability, innovation effectiveness ability and innovation cooperationability, which are analysed from its elements in this paper. And from the process ofinnovation and point of the factors of innovation, the innovation capacity ofinnovation-oriented city is divided into the urban environment for their ability to,and its impact factor analysis. Secondly, this paper builts an innovative evaluationmodel of the city’s innovative ability based on the use of principal componentanalysis and linear regression method. Finally, this paper makes a comparision ofinnovative ability of innovative cities, such as Beijing, Shanghai, and then gets ascientific conclusion，on the base of which the suggestion is given to governmentfor consideration.
