| The Eighteenth National Congress of The CPC clearly put forward the implementation of innovation-driven development strategy,emphasizing scientific and technological innovation is the strategic support to improve social productivity and comprehensive national strength,must be placed in the core position of the country’s overall development.In 2014,Beijing joined "science and technology innovation center" to the strategic positioning of the city,the first to give Beijing a new role in the implementation of the city of science and technology innovation.The implementation of innovation-driven development strategy is of great significance to solve the capital problems of sustainable development,is an urgent need to break the problem of to optimize the industrial structure,is an important guarantee and engine for easing of non capital function and promoting the coordinated development of Beijing Tianjin Hebei,and is an important measure to break the constraints of harmonious and livable two short board problem.Innovation-driven development is an effective means to lead to the transformation of economic development mode,which is closely related to the adjustment and optimization of industrial structure.Therefore,this article takes the national innovation survey as an opportunity to use the enterprise innovation survey data,combined with the annual data of routine,aim at Beijing industry(focus on industrial)innovation-driven development ability,research with factors of industrial policy,scale,efficiency,activity.The purpose of the research is to link regional development strategy in Beijing since the introduction of The Eighteenth National Congress of The CPC,especially the strategy of bliuding the national science and technology innovation center,discuss and research the industry that has significant innovation ability,that has good economic benefit and vigorous development,to provide technical support for Beijing’s industrial development policy..In this paper,base on the innovation survey data of Beijing,combine with the conventional statistical data in recent years,we first analyze the basic situation of Beijing,we can see that the enterprise innovation is active,innovative mode and innovative activities form their own characteristics.Then screen and treat the data index,and finally use SPSS 18.0 to carry out Bartlett test and KMO test,then screen out the million personnel number of research and development(R&D).turnover of million people absorb technology and the proportion of high technology industry added value and so on,23 indicators.This paper is mainly for comeparing innovation ability of Beijing with other provinces and cities nationwide on invertical and horizontal comprehensivly.Establish sequence principal component analysis model,to selecte a total of four principal components,and obtained the scores of the four principal components of various provinces and cities in 2011-2014.And the main components are named as the level of innovation investment,the level of innovation output,high technology industrialization level and innovation environment progress level,then use principal component contribution rate as the weight to calculate the comprehensive score of each region.Finally,from the four aspects,the innovation ability of Beijing and other innovative ability of the country are compared and analyzed,so as to carry on the dynamic,objective and comprehensive analysis and evaluation to the innovation ability of Beijing.Through the analysis and comparison of the previous studies,we can see that Beijing has both advantages and disadvantages in terms of innovation.First of all,Beijing’s advantages are summarized in the following seven points:first,the comprehensive innovation ability of Beijing ranks first in the country;second,Beijing innovative output ranks first in the country;third,the high technology industrialization level increased year by year,with high technical characteristics;forth,high technology products in the manufacturing industry have significant innovations;fifth,the successful realization of innovative activities of enterprises accounted for a large proportion;sixth,innovation of industrial enterprises is the most active;seventh,property rights protection plays an important role in promoting the innovation ability.In addition,Beijing’s weaknesses exist mainly in the following six aspects:first,investment is imbalance,lack of original innovation ability;second,high tech industry slowdown and the anti-risk ability is poor;third,new product output is stagnant;forth,the innovation activities are by enterprises their own,the industrial-academic-research stays in the low level;fifth,the lack of high-quality talent is the biggest obstacle for innovation;sixth,the government policy is not inclusive.Based on the above analysis results,this paper puts forward the following seven suggestions:first,put forward clear industrial development policy;second,advantage industry of manufacturing industries should be retained;third,rely on market forces to launch new products;forth,build an open and inclusive Beijing to attract multi-level persons;fifth,deepen the reform of science and technology,encourage researchers to innovate and start their own business;sixth,build the industrial structure with high technology manufacturing industry as the leading industry to adapt to scientific and technological innovation center;seventh,develope R&D institutions with local characteristics,to promote the "production,learning and research". |
