In the tide of economic globalization, the city of the modern state begins the transition. Some cities have been the first to put forward a positive slogan to build an innovation-oriented city, and also begin to implement innovative actionsEntering the new century dependence, China’s per capita GDP exceeded3,000U.S. dollars, which makes China the idea of the establishment of an innovation-oriented country.When the central government put forward the "Rise of Central China" strategy, the rules of market economy gradually be taken seriously. After the establishment of Wanjiang City Belt, Anhui Province need to establish relatively large city group, in order to strengthen agglomeration effect, and enhance the core force of growth pole. In January2010, approved by the National Development and Reform Commission, Hefei has become the country’s second batch of pilot innovative city. Building an innovation-oriented city is bound to become the first choice of one of the objectives of Hefei. Innovation-oriented city in a leadership position in this area, is bound in the whole process of innovation, incentives and radiation.Study on the construction of innovative city, Hefei maintains to gather in the region, integration and has a positive role in promoting sustained innovation. Under the background of economic globalization, in-depth analysis of city innovation ability and the internal factors, there is an important role of guidance of governments at all levels actively managing city.This paper argues that an innovation-oriented city is the city mainly rely on factors of innovation-driven development, such as innovation resources, innovation investment, innovation and enterprise, innovation output and innovation efficiency. It has high radiation and leading role to the other areas. The connotation of innovative cities generally embodied in the concept innovation, development pattern innovation, mechanism innovation, open innovation system, the enterprise management innovation and management innovation, etc. According to the specific situation in hefei, this article points out that the premise of innovative city construction, namely: the city innovation strategy to national strategy consistent tone, timeliness, city location, the strategic integration, outstanding innovation platform, perfect capital market.In building a comprehensive evaluation index system, this article mainly takes the following principles:scientific, comparability and operability. According to the report, in2011China’s urban innovation and evaluation index design principles, based on the innovation resources, innovation input, innovation enterprise, innovation output, innovation efficiency, a total of13index as an evaluation basis, constructs the comprehensive evaluation index system of city innovation abilityThrough the calculation and the basic principle of analytic hierarchy process (ahp), we obtain the weight of each index, and establish the evaluation model. It bases on the16cities in Anhui province, including in Hefei, as the evaluation objects. For comparison purposes, the article takes the z-score standardized method for data dimensionless, and then calculates the comprehensive evaluation value, ranks the marks of various cities, and ultimately analyzes it. After analysis, we know Hefei has a higher ability to innovate. From the aspects of criterion layer index analysis, mainly because of the two aspects of innovation resources and innovation investment, which Hefei has the absolute advantage. It is also at a higher level in innovation of enterprises, innovation output and efficiency of innovation. In terms of specific index layer index, Hefei is in the first four aspects in the population of millions of students’ number, per capita GDP, R&D spending relative to GDP ratio and basic research accounts for the proportion of R&D spending.According to innovation construction of cities in Anhui province, comparative analysis between Hefei and the national major innovative city and the international main innovative cities’construction experience. The paper argues that the city innovation is overall innovation with all-round, the whole society to participate in and the whole process of linkage.In general, Hefei needs to do the following link in the process of building an innovative city. The first is to foster innovation main body. Enterprise is one of the most creative impulses to social economic cell, deservedly to be the subject of innovation. The second is to set up innovation agency and build the urban network. Innovation agency allows people with different knowledge and ideas come together, which brings the collision of ideas. Creating urban network is beneficial to urban enterprises and other interactive learning between main body, collaboration and innovation. The third is to set up innovation fund. Hefei government needs to increase on the basis of the pillar industries in the field of generic technology research and industrialization inputs, guide enterprises to increase pillar industry core technology in the field of basic research and development investment, in order to further improve the core competitiveness. The fourth is to cultivate and attract creative talent. Innovation competition of science and technology, is essentially talent competition. Therefore, Hefei needs to work harder on the talent competition. The last point is to strengthen the protection of intellectual property rights, and create a good environment for innovation. To establish industrial technology base of independent intellectual property rights, and promote the commercialization and industrialization of intellectual property rights can not be ignored.
