In today’s society, the majority of enterprise management mode has a flat trend,that is to say, the management scope of the manager is growing, but the managementpositions are reducing. Together with the talent competition will be more and moreintense. Therefore, scientific and rationalization of staff promotion system is essential,it will affect the vitality of enterprises. Paper focused on reasonable promotion of thedecision model are relatively small, therefore, the reference is less than normal. Even ifthere are some methods, but some of them relatively complex, the general people isdifficult to grasp, coupled with the promotion is a sensitive topic, so usually enterprisepromotion decision-making methods are subjective. So, put the optimization theoryinto the study of the staff promotion in decision-making, and developed an easysoftware has some theoretical basis and significance.This paper studied from such a perspective: interdisciplinary of OR and HRM, andit made a promotion decision-making model based on competency&optimization. Itbased primarily on research ideas: First introduced competence in HRM theory and theoptimization theory in OR, which has been the theoretical foundation. Then it reviewedsome paper about practice and theoretical research, thus, some inadequacies of thesemodels in the theory and practical application were obtained, and then proposedoptimize to staff promotion decisions model. Next, prior to construct the target model,the paper made an evaluation index system, which based on competence andoptimization of enterprise employees, the system includes the construction principle,the evaluation of the basis, the model structure, indicators of quantitative methods, datacollection method, which provides a basis for the structure of the target model, and thesoftware design in the later. In the next chapter, the model of the employees promoteddecision-making based on competency&optimization, is made. The model uses optimization theory to solve the general promotion model, whose weights set with highsubjectivity. In addition, we also set minimum promotion score, which made thecandidates deleting efficiency improved. A major feature of this paper is to use the C#language and Visual Studio2003development environment, and developed apiecesimple software named “Staff Evaluation”. The software is easy to learn, and it issuitable for most of the enterprise human resources practitioners. Finally, an example istaking into the target model, which shows the decision-making process. The resultsconfirm the advantages and disadvantages of the model by simulating the example; thesame example also applied to “Staff Evaluation”.This article not only made the staff promotion decision-making model, but alsodeveloped a piece of simple software “Staff Evaluation”. This paper’s main researchresults include:(1) The optimization theory of OR was introduced into the staff promotion, andobtained an operable model. This model is according with the three-level structure, andconsidering the multiple evaluation indicators. It solved the problem of weightdistribution with highly subjectivity. The last but not least, quantitative evaluationresults is easy to make the final decision and feedback.(2) This article has also developed a piece of software named “Staff Evaluation”. Ituses the C#language and Visual Studio2003development environment. The interfaceof “Staff Evaluation” is simple, and it is suitable to promote among enterprises widely.
