With the rapid development of our country’s economy, Chinese enterprise has entered a new stage of development. The enterprise wealth which gained by capital and material resources is no longer significant compared with human resources The enterprise that can transform the human resources to human capital will gain the unique competitiveness advantage. All enterprises shift their focus on effective measurement of human resources of enterprises, on promoting company human resources management and on talent development. Competency model was introduced to China in20century and it is more and more paid widely attention and applied by Chinese enterprises for its effective measurement of human resources which serves as a reference in management.First of all, study on competency model theory and practice is made to conform to the star-ups ZTKL featured by marketing orientation. Competency model study adopted research methods, such as literature review, deductive inference, questionnaire survey, interview, and critical Incident method. The competence gap between employees and job qualification is assessed by competency model. In this way, employee’s competence will be presented by a radar graph to assess ZTKL, which is basis of formulating improvement strategy.On the one hand the competence model of the thesis not only provides help on human resources management, but also on recruiting, candidate selecting, staffing, and training. It is the reference of performance appraisal and is a tool which transforms human resource management into the core competitive power for common development between company and employees. On the other hand, though a great number of start-ups companies with marketing orientation played an important role in economy, their development were restricted by their company size, stage of development, and management, especially the human resources management. Study on this thesis is to give an advisable reference of human resources management to start-ups companies for their better development in future.
