In recent years, coal bed methane as a new type of energy, has been the greatconcern of our government and businesses, many domestic and foreign energycompanies continue to put a lot of money in the development of coalbed methaneproject.CBM resources are relatively rich regions such as Shanxi, Shaanxi, InnerMongolia, Guizhou, China, preparations for coalbed methane development projects,the coalbed methane industry will enter a period of continued rapid development.Canit be achieved, however, reasonable and healthy, sustained and rapid developmentdepends on the accuracy of the positioning of the coalbed methane project developersfor the project, due to the coalbed methane project positioning capability is oftenreflected in the choice of positioning factors, coupled withresearch and analysis of thecoalbed methane project development theory of imperfect development uncertaintiesand other characteristics, the comprehensive economic evaluation of coalbed methaneproject it is very important theoretical and practical significance.This study from the review of project economic evaluation theory, a clear analysisof the development necessity of a comprehensive economic evaluation of coalbedmethane project, read a lot of domestic and foreign scholars on the theory of coalbedmethane development and project economic evaluation of research results on the basisofa coalbed methane project to develop its own characteristics to find the influencingfactors, collate and analyze to determine the final four dimensions, the economicdimension, technology dimension, social dimension, environmental dimension; fouran index system, they arefinancial-economic factors, risk factors, human factors,environmental factors;15secondary index system, which includes the capitalturnover rate of the coalbed methane project, the scale of investment in fixed assets,the cost of gas production and cost projections, financial net present value, return oninvestmentrate, payback period, internal rate of return, reserves risk, technology risk,operational risk, security, accidents avoided, increase the employment of socialworkers, direct reduction of carbon emissions, clean energy’s environmental benefits,the impact on the ecological environment.Then collected through a questionnaire to industry experts on the two indicators scoring, using the analytic hierarchy processand the Delphi method proofreading of the data analysis obtained the weights of eachindex to determine the most impact seamfifteen indicators of the gas projectdevelopment; the use of fuzzy comprehensive evaluation and expert scoring methodof combining fuzzy comprehensive evaluation model is constructed, and combinedwith the Shanxi the Jincheng panzhuang CBM project survey data, the use ofmodelAn Empirical Study on the Comprehensive Economic Assessment to drawpanzhuang CBM development project results as excellent, that the project is adevelopment value of the project.Of this research, the authors found that many aspects of the evaluation system ofcoalbed methane industry in-depth study.A theoretical foundation for the futureevaluation of the coalbed methane project, made a certain value of researchresults.Especially in the construction of evaluation system, it is worth in the future toexpand research.In the selection of evaluation methods, research scholars to exploreinnovation.
