| As the progressive expansion of offshore oil exploration in China, the tendering activities for offshore oil service projects become more and more important and complicated. The establishment of a scientific and reasonable bid evaluation decision-making methodology based on theoretical study and practice will be very important for obtaining the required services through bidding with maximizing satisfaction to the tender under the condition of legal compliance of national rules and regulation.The main contents of the study are as follows:The first lot of related service project bidding documents, makes a brief introduction and summary to the domestic and foreign project bidding service present situation, adopts the method of combining theory and practice to study the service project bidding.Then it analyses the service development of offshore oil and gas fields of China bidding environment, analyzes the existing offshore oil and gas field service project development problems, and study the fundamental reason of the problems, and analyzed how to improve the evaluation method.Then through the expert questionnaire, sums up the characteristics of offshore oil and gas field development service projects, implementation process and service elements of the project, and the establishment of offshore oil and gas field development service evaluation index system, AHP to determine the weight of evaluation index system, and establishes the fuzzy evaluation model.Finally, fuzzy analytic hierarchy process is applied to the offshore oil and gas field development project examples of the inspection certificate of bidding, bid evaluation model of service projects verify the rationality of science.This thesis explore a scientific and reasonable comprehensive evaluation method to be applied in the bidding operation through study on evaluation model for offshore oil and gas field service bidding project and will provide an useful reference for project management with bid procurement. |
