| Twentyfirst Century is the century of ocean. With the development of economyand the growth of population, the loading rate to the economic increment that landresources can handle is more and more small,and the cost of maintaining economicdevelopment through the exploitation of ground-launched resources is more and morebig. Develop and utilize Marine resources, to speed up the economic development hasbecome the key to solve problems that human beings are facing such as the resourcesshortage and ecological environment deterioration. In2003, China promulgated the"national Marine economic development plan outline", then coastal cities--shandong,zhejiang and guangdong, put the Marine economy as the new economic growth pointin the new century, and gradually into the strategy of state. Although Shandong,zhejiang and guangdong are all coastal cities and marine development and utilizationof all aspects are advanced, but different regions have different advantages andcharacteristics, each area in the development process have formed Marine economiczones with their own local characteristics.Shandong Zhejiang and Guangdong’s local ocean economic development plan,only to describe the positioning of the three marine economic zones but moregenerally. This paper, based on the foreign Marine development experiences andrelevent theories, domestic "the twelfth five-year" planning and separate local oceaneconomic development plans, compares the three sea economic zones on the strategicpositioning more specific and detailed. In this paper, the main research method is usedto include method of combining the theory with practiceã€method of interdisciplinaryresearch and method of using comparative analysis.This essay firstly defines some relevant definitions and summarizes thetheoretical foundation of the open economic marine zone. Through the specific anddetail data of shandong, zhejiang and guangdong, compares the separate strategicpositioning, mainly including basic situation, the level of opening up, marine industry as well as strategic position and etc. Based on this reaches a conclusion: Thethree large Marine economic zones’ strategic positioning have both differences andconvergences. Differences embodied in economic base and the industrial developmentof the different emphasis. In the economic basis, guangdong’s economic level is thehighest, followed by shandong and zhejiang the last. In the development of theindustry emphasis, shandong put great emphasis on the development of high-techindustries and zhejiang on port economic primarily. As guangdong’s develop isrelatively more balance, it stresses on comprehensive development. Convergence isthe long-term development trend and the main Marine ecological industry consistency.From the development trend, the economic level of the three areas is constantlyimproving, the economic situation continues to rise. In the Marine ecological aspects,it is the way to realize sustainable development of Marine economy, and the threeareas reaches an agreement in this respect, so they put great attention to the Marineecosystem and the development of the Marine clean energy. After analysis, accordingto the mature experience of the international Marine economic development, we putforward the specific countermeasures which suitable to China’s ocean economicdevelopment, combined with China’s actual situation. |
