Shandong Peninsula blue economic zone is the first blue economic zone on thenational level, which has important significance to China’s blue economy development.This article has studied Shandong Peninsula blue economic zone from the perspectiveof classification function.Firstly, the concept of the blue economy and the blue economic zone is defined,Furthermore, the features of agglomeration, relevance, radiation andindependence of blue economic zone are explicated and the basic theory and methodsof blue economic zone functional orientation are discussed. Secondly, thecharacteristics of Shandong Peninsula blue economic zone are analyzed. Meanwhile,the different level of economic development of Qingdao, Yantai, Weifang, Dongying,Weihai, Rizhao, and Binzhou is analyzed from the perspective of city region economy.Then, according to the principles of capability, the priority of advantageous regionalindustrial development, and cooperation, from the overall economic, socialdevelopment, marine productivity, marine industry, and marine ecologicalenvironment5dimensions and21indicators, the index system of the partitionfunctional orientation is conducted. In addition,38counties of Shandong Peninsulablue economic zone are analyzed from the country economic point of view by usingmethods of principal component analysis and cluster analysis. the analysis of. Finally,Shandong Peninsula Blue Economic Zone is divided into6type functional zones, suchas the Core Functional Zone, Harbor Industrial Zone, Coastal Cultivation Tourist Area,Modern Agriculture Zone, Chemical Industry Zone, and the MechanicalManufacturing and Textile Industrial Zone. Accordingly, the development strategy is formulated for the6types of functional areas.By studying the partition functional orientation and the development strategy ofShandong Peninsula Blue Economic Zone, the goal of the construction of ShandongPeninsula Blue Economic Zone can be reached and a reference point to thedevelopment of other coastal areas can be provided.
