Since the20th century, world-wide economic globalization process has speededup. Various sectors ask for more and more accountants. At the same time, neweconomic and social environment takes a series of changes. However, these factorswill consequentially call for accountants who have integrative knowledge structureand higher professional capacities. Nowadays, a majority of accounts in China cannotadapt the demands of new economic environment, because of their unstableknowledge structure, weak of professional judgment and so on. The lack of qualifiedpeople has restricted the development of the accounting. On the other hand, theexisting training mode of accounting has gradually revealed its drawbacks which needto be changed and innovated in practice.According to the social requirements, the administrative of China’s governmentshas been changed from authoritative guidance to service-oriented. A service-orientedlocal government is the inherent demand of building socialist political civilization.Consequently, the Financial Department, which is in charge of accountants all along,is in urgent need of the study, how to provide more humanized, convenient andefficient services during the daily management as well as amend the currentdrawbacks of the management model to form a service-oriented patterns ofaccountants training.This article studies from point of view of management of Qingdao FinancialDepartment and focuses on the system reformation of service-oriented patterns ofaccountants training. It is also established in interests of accountants’ comprehensivedevelopment and analyzes the differences of domestic and foreign training modesfrom three angles, which are the necessary ethic and knowledge of accountants,foreign patterns of accountants training and Chinese patterns of accountants training.The article explores the necessity of the reform of current mode and the managementstrategies of the accountants in the future: clear objective of personnel training, improve the talent development mechanism; classification of accounting personnelmanagement; optimization and construction of accounting personnel informationmanagement platform; change the mode of education, and strengthening co-operationwith the employer and professional institutions.The research’s findings of this article may have contributed to this area bymanaging accounting human resources and training qualified accountants.
