Research On China’s Service Outsourcing Development In The Background Of Low-carbon Economy

In recent years, more and more countries attach great importance to global warming problems which caused by greenhouse gas. In the context,"Low-carbon Economy" becomes the consensus of world development. With the expansion of global population and economy, the high carbon emissions brought by human activities not only threats the global ecological balance, but also severely impacts the human sustainable economic and social development. China has entered WTO for ten years. Now China is the second largest export and the biggest import country in the world. In the background of low-carbon transformation, low-carbon economy voice is becoming increasingly fierce, China’s foreign trade economy must get a certain impact. Admittedly, the secondary industry accounts GDP for about50%, which produces more than80%of the goods in foreign export trade. However, export products bring about the serious environment pollution, these high polluted products cause the huge negative external economy. Obviously, extensive foreign trade development mode goes against the goals of sustainable development. Therefore, China should conform to the low-carbon economy development trends and actively take actions such as taking off the high polluted export enterprise and limiting high polluted export products. In a word, China aims to change the unsustainable foreign trade development mode.In the global industry metastatic trend, as a new form of trade in service, service outsourcing is a new upgrading form of international industry in the new situation. Service outsourcing has become the low-carbon engine to change the mode of foreign economic growth, promote industrial competitiveness and realize the economic transformation. Service outsourcing depends on its special operation platform, delivery means and operation mechanism. Service outsourcing presents a different processing trade of low-carbon characteristics such as low consumption of resources, less environment pollution, high information bearing degree and large knowledge spillover effect etc. Service outsourcing utilizes the labor as carrier and provides service through contracting non-core project. It is a service industry to make the enterprise reduce cost and raise efficiency as well as enhance the competitiveness. As an important part of service trade, service outsourcing should strictly define the send and accept party in different countries, which meets the regulation of foreign trade. The appearance of the service outsourcing that deepens the professional labor division. Service outsourcing enterprises use modern equipment, technology and service model to provide quality service, which help the contracting enterprise to increase high added value and change the direction of development. All we have done aims to promote foreign trade development mode from extensive to intensive way.The paper mainly discusses the transformation problem of foreign trade development mode in the background of low-carbon economy. This mode of change must be geared to low-carbon economic times. On the basis of analyzing low carbon feature and background, and then introduces service outsourcing as the new foreign trade development mode. Combining the current transition of global industry and china’s defects of foreign trade development, the paper demonstrates that service outsourcing is our real choice of current foreign trade development mode. In the end, the paper puts forward strategies to promote industrial competitiveness of service outsourcing.
