As the two main parts of higher education system, both course teaching and practice teaching have their own irreplaceable importance. But in practice, there are problems of time collision and logical confusion, directly cousing decline in the quality of higher education.This paper presents a new way to optimize the education system which uses the ideology of multi-project management and critical chain. The author analyses the teaching settings from three dimensions, time, logic, and cognitive coordination, and uses the methods of critical chain to enact the optimization. Then it runs an empirical research illustrated by the case of economics and management colleges to analyse the problems in teaching settings, present a new setting plan and test the rationality and advantage of the plan. Finally it provides some useful suggestions.
