Based on the study of Loess Plateau in Guanzhong Plain,the remote sensing image interpretation in1990,2000and2010, topographic maps, digital lines of the diagram, water resources data and other data sources as the research object,the integrated use of technologies such as GIS, RS,this paper evaluate the loess Plateau features of the land use/land cover change and water changes in characteristics in the last20years, and on this basis, we explore the status of water resources development potential in the tableland area based on river basin water standard grid-scale analysis methods, and last, we evaluate optimal allocation of the soil and water resources in quantity and spatial configuration, and further to simulate the land use change scenarios in xianyang Loess Hilly Area.Its main conclusions are as follows:(1) the analysis of Land resources use change characteristics in loess tableland areaThrough analysis of land use quantity, quality, land utilization degree and land use quantity and land utilization degree composite index change in the Taiwan tableland area we found that:①In the past20years in the loess tableland area of Taiwan each land types area has changed very greatly. Between1990and2000, grassland area is decreased, the ratio reduced from12.4878%in1990to11.9021%in2010; Cultivated land area is greatly reduced from941198.58hm2in1990to911504.60hm2in2010, it reduced29693.98hm2; Waters and unused land area also have reduced, but the degree are the different; In this period, construction land use acreage greatly increased, construction land area are increased from75756.37hm2in1990to98894.37in2010hm2, increased23137.99hm2; In this period, Forest area also increased14579.87hm2, the increase of forest land is mainly nearly20years a tableland area to the effect of returning farmland to plays a large effect.②Loess tableland area Taiwan land exploitation degree in the past20years experienced between the rising and falling phase, but the rate of rise and fall rough ragged. The main manifestation in Taiwan tableland area within each area in20years experience between different, baoji, present a rise in weinan, first, then down the situation; Xianyang tongchuan xian, a rising trend, among them, the land development degree of tongchuan region of the fastest rising index.(2) The analysis of the loess tableland area water resources development potential Taiwan situationWater resource load index in time and space exist this obvious phenomenon spatio-temporal variation, from the time scale perspective, loess tableland area water machine load index in1997,2000,2003,2006and2009are as follows;18,22,18.8,26and29. It presents a trend of calendar year increase on the time scale, and at the same time, the tableland water load index classification was also set on the first and second level, the water resources development and utilization of the extremely high; And from a space scale speaking, a high index of regional water resources load index was mainly concentrated in the central Taiwan tableland xianyang, xian area, and specifically on SanYuan, JingYang, WeiCheng XingPing. xian Taiwan tableland area was mainly distributed around on its area, where water resources load index is extremely high, further development is more difficult. Water resource load index relatively few area are mainly distributed in weinan on its most regions, such as heyang, BaiShuiXian, ChengCheng, the baoji FengXiang, xian, the LanTian zhouzi county, where water resources load index are relatively small, regional water resources development potential is bigger.(3) The multi-scale space structure optimization and simulation of land use in loess tableland areaThe ROC value of cultivated land, forest and grass in tableland area in ten spatial scales showed a certain regularity, the land use pattern and the influence factors exist between the scale of the correlation on certain features, that is, with the increase of scaling ROC curves in ten scales. It first showed the trend of increase,and after it showed the decrease trend, from three land types in the curve we can clearly see that the ROC value of space simulation fitting degree of farmland, forest land, grassland in loess tableland reached the maximum, and its simulation scale is400m, the maximum scale respectively were0.683,0.741and0.842. Under various scale conversion in Loess tableland area, we can find the conclusion that the best simulation of land use scale is400m×400m in loess tableland area.(4) The water and soil resources optimization allocation efficiency, and the simulation in loess tableland areaFrom the quantity results of optimal allocation of land and water,we can indicate that arable land, grassland, water area and unused land are reducing, while the woodland and construction land area is showing a trend of increase.From the point of view of ecological oriented, the results of optimal allocation of the soil and water resources in Loess Hilly Area refect the land of ecological value of ecosystem and economic benefits, the ecological benefit increased from153.13million yuan in2000tol54.45million in2010;and the land economy benefits may rocked from6.84901billion yuan to7.19021billion yuan among these ten years.From the results of spatial optimal allocation of Water and Land Resources in the past10years and the nextlO years, we can indicate that the construction land has increased dramatically, and the increasing area mainly concentrated in the original construction land surrounding.The most apparent areas of construction land changes are mainly concentrated in the Qindu district of Xianyang city and Sanyuan county.
