| Turning warm is a big threat to the human beings on the earth. The IPCC has proved the terrible fact that the climate on the earth is changing warm in the globe climate assessment report issued in the2007. The global warming obviously resulted from the increasing emission of carbon dioxide. As the center of the production and living of the human beings, city is the main consumer of energy and emitter of carbon dioxide. Therefor the concept of "low carbon city" appeared. The low carbon way of development is important to the developed countries and also the developing countries.Most of developing countries comply to the growth model of extensive economy.Therefor the industry has changed to be the most important role in these countries.The industry developing rapidly,the developing country discharges so much carbon dioxide when they burn a lot of fossil fuel.But in the developed country,the consumption also makes so much carbon dioxide. In sum,although there are two different kinds of country,they both face a problem of carbon dioxide emission. Through the research in this field,the experts have found that the concept of "low carbon city"is a proper way to minus the emission of carbon dioxide.In this article,we believe that the explainaton of "low carbon city"ought to be this way:the city can get the most of the economic benefit from the lowest carbon dioxide emission based on the precondition of good environment in a given city.and then we do the research about the usage for measuring the "low carbon city"with the index of environment,the index of economic benefit,and the the index of emission.The first chapter and the second chapter mainly introduce the context of research in the low carbon economic and its research meaning.And recount the domestic and overseas situation in this field. The chapter three is the core of this research,firstly we get the "low carbon city’"s seqencing which is obtained from the date in Shaanxi province with the index of environment,the index of economic benefit,the index of arc elasticity and the the index of carbon emission intensity. After that we offer the defect of this method and the expectation in this research.Based on the content from chapter one to chapter three,the fourth and the fifth chapter introduce the way for "low carbon city"’s building and the corresponding strategic plan. The six chapter summarises the whole article and has a simple generalization from charter one to chapter five. The core of this article is the chapter three,and we borrow ideas from some advanced experience.we build a measurement system with the concept of carbon emission intensity, decoupling theory and so forth in order to evaluate the "low carbon city".Now there is no authoritative theory to show which style of city is the real "low carbon city",so the main innovative point about this article is that this research according to one route to get the sequencing of "low carbon city"in Shaanxi province. |
