Community poverty has been the target of anti-poverty in the new era, but there are few research about it.Community development has proved that the main cause of community poverty is the lack of resources and the ability to act, especially the social resources and capacity of collective action. The development of social capital theory provides a good paradigm for explaining the community poverty. As an important form of social capital, trust, can reduce transaction costs, protect the implementation of the contract, increase private investors access to credit capabilities on the micro-economic level. In the macro-political level, social cohesion and civic participation which basis on trust can enhance the level of democratic governance, improve the efficiency and integrity of the administrative agencies, and improve the performance of economic policy,which can be Significant for the development of poverty-stricken areas.So, firstly, I proposed the concept of trust as a form of social capital, and discussed its characteristics and type. Combining characteristics of anti-poverty for rural communities in various stages, i constructed a mechanism about how trust as a form of social capital affected anti-poverty issues of community. Then, I analyzed the role of trust as a form of social capital in community anti-poverty in two aspects. Finally, i made some relevant recommendations combined with the status of trust as a form of social capital in Chinese poor rural areas recently.In the economic development of poverty-stricken areas, trust as a form of social capital is a value-added resources. The value-added feature not only can be reflected in the money, property and other material interests; but also can be reflected in enhancing sense of identity and belonging in the community. Trust as a form of social capital is not only the resources embedded in social relations, but also can become the investment activities in order to obtain various benefits. Since capital is a very important factor in the rural anti-poverty, therefore, whether the trust as a form of social capital can contribute to the effective financing of farmers will become critical. In fact, set formal financing and informal financing models existing in rural areas for example, the existence of trust as a form of social capital can promote a balanced game and the effective financing through trust game between farmers and rural credit cooperatives in Microfinance and the game among Villagers who participated in private lending organization, which would help farmers to accumulate seed capital and to be out of the economic difficulties.In the development of public utilities in poor areas, trust as a form of social capital can organize the poor effectively, strengthen ties and solve their production problems encountered in life through a variety of mutual aid organizations.At the same time, trust as a form of social capital can enhance the poor’s capacity of collective action, and provide public products and service for the region better, thus, provide protection for democratic governance and good governance of the poor area.In fact, the status of trust as a form of social capital in the poverty-stricken areas is not optimistic. Traditional trust as a form of social capital which based on the special trust have become more vulnerable under the influence of a variety of factors which involved Market economic shocks and social transformation, while the modern trust as a form of social capital which based on System trust is still very inadequate because of the deep-rooted kinship and sense of family. Trust as a form of social capital is the most important resource for the poverty-stricken areas. Therefore, we must make it richer by absorbing the essence of traditional ethics,cultivating the modern culture of trust and broadening the channels of communication so that it can help.the community go out of poverty... |
