International Petroleum Cooperation Projects Of Cross-cultural Risk Management Research

Cultural historic, peculiarity, such as group determined the diversification of the oil multinational management culture background of energy and oil unique political controversial, and further decided the hardship, complexity and the long-term of the oil enterprise management in process of internationalization. Since to be an international enterprise, international oil cooperation project suffered from Partner Countries all aspects of the obstacle, and a variety of factors, such as political unrest, law change, management concept and incompatible customs, make oil enterprise on the international background embattled, and make international oil cooperation road difficult and bumpy. The effective measures to ensure maximum success of cooperation project is constant for cross-cultural risk management.This paper firstly based on the related domestic and abroad research literature, analyzed the cross-cultural risk management present condition of the international petroleum cooperation project, made clear the purpose of the research and significance, and put forward the research methods and the research methodology established in this paper.Later, concepts, international petroleum cooperation projects, cross-cultural risk, and cross-cultural risk management were defined, and based on this, the paper advanced the international oil cooperation project cross-cultural risk management concept, and described the international oil cooperation project cross-cultural risk management theory support system from the international cooperation on project management theory, cross-cultural management theory, and risk management theory.Then, taking Sino-Russia cooperation for example, the paper opened oil cross-cultural risk management of international cooperation projects, analyzed the cultural differences between China and Russia, and detailed description of the international oil cooperation project cross-cultural risk formation process, characteristics, types, forms and the consequences.Then, research on cross-cultural risk identification and evaluation of international oil cooperative projects, international petroleum cooperation project cross-cultural risk factors were structurally analyzed using the ISM structure interpretation model, and higher level risk factors were selected as evaluation index, and the international oil cooperation project cross-cultural comprehensive risk evaluation index system were established, and the comprehensive evaluation to cross-cultural risk of the international petroleum cooperation project was finished using HRP.Finally, the paper, from management thinking, cross-cultural training, and cross cultural fusion, proposed methods to guard against international petroleum project cross-cultural risks.
