Following the old days, geographical environment, and local language, etc. these factors synthesizing together have produced the key faiths and values of a society. The culture of a society can be set up and can be consolidated on these influences foundations with faith and values. Every country has its unique culture that derives from the deep faith and values structure of the social different cultures raise different. The culture can regulate the behavior of a social member.With the continuous development of world economic globalization, international cooperation project becomes more and more popular. When commodities, capital and technologies cross the boarders, the international cooperation project itself crosses the cultures. The differences between cultures and values have become a key problem that every international cooperation project has to face. Because cultural factors affect every aspects of the management of the international cooperation project all through the project, the differences between different cultures usually create Culture conflict and many difficulties for the carrying out of the project.This text is started with the introduction for meanings and main elements of culture, it is analyzed that different countries (the nationality) are in the cultural differences of various fields, such as values, religious beliefs, spoken and written languages and folkways and customs, etc.Based on so many cross-culture theories, integrated project management theory, with theory-analysis and demonstration-investigation method, the author studied the case on cross-culture management in International cooperation project of Italy A. A. Company; and carried on deep research to the essential reason that caused the cultural conflict. Especially, researched and analyzed the main elements of culture, for example, Values, Language, Custom, etc. then, the author draw out the strategy, policy and measures for cross-culture management in international cooperation project from five aspects: culture recognizing and comprehension; cross-culture training; culture-interject; cross-culture communicating and cross-culture human resources. These are also basic point and innovation of this dissertation.
