Harbin Railway Transportation Equipment Co., Ltd., as one of the large enterprises ofrailway transportation equipment manufacturing industry is a large state-owned enterpriseaffiliated to China CNR Corporation Limited, which has two series system of railway vehiclesfor manufacturing and repairing railway vehicles. It is leading design and designatedproduction enterprise of special long-large lorry and industrial vehicles in our country, it isalso an important manufacturing base of China CNR Corporation Limited for exportingvehicles. In this paper, we use the enterprise’s case of integrated quality, environmental,occupational health and safety of the three management system as an object of study, dividedinto two parts, cases and case analysis.The case part mainly describes current situation from four aspects of the integratedmanagement system of Harbin Railway Transportation Equipment Co., Ltd.. Firstly, itintroduces the company’s basic situation and development status. Secondly, it describestroubles of the general manager from three aspects, the relationship of the three managementsystem, the two major department in charge of their own way, the useless of programs andtwice work with half results. Thirdly, through joint efforts of the enterprise and an expert froma consulting company, the enterprise built a integrated management system which integratesthree management systems into one. Finally, when the general manager of the enterpriseexchanged, the new general manager was worried about problems such as products were hardto enter European market, effectiveness of the system can not be passed to the future directionof product quality and integrated management system, etc.Case analysis part studies from four aspects, the needs for integrated managementsystem, the general idea of revising integrated management system, key initiatives forimplementation of revised plan, security for implementation of revised plan. Firstly, weanalysis needs of integrated management system in the past, present and future. Secondly, westudy from revising guiding ideology, revising mechanism of management and theestablishment of new framework. Thirdly, we design plans and control methods andassessment of effects for revised plan. Finally, we design security of training, humanresources, material support and reward system for revised plan.
