A Research On The Growth Ability Evaluation And Its Coutermeasures Of China ICT Industry

With the development of the technological revolution and people’s increasingly interest ininformation, information technology and communication technology shows obvious trend offusion and derives information and communication technology (ICT) industry.ICT industryhas become a pillar industry of the national economy, which helps to promote traditionalindustry upgrading and runs the national economic development.After the financial crisis, in order to stimulate economic growth both developed anddeveloping countries have formulated development strategy to seize the ICT industrycommanding heights. Facing the fierce international competition, ICT industry developmentin our country is confronted with a huge challenge.In the long process of development, ICTindustry in China has accumulated a few problems, such as industry development slowing,unreasonable industrial structure, enterprise profit declining, insufficient independentinnovation ability, low level of information construction. In2011, ICT industry was listed asone of the seven strategic emerging industries and become the focus of content in China’s“Twelve-Five plan”, which brings good opportunity to ICT industy’s development. In theview of above, the paper will present ICT industry growth measurement and thecorresponding countermeasures.This paper will firstly diagnose the problems exist in ICT industry base on the currentsituation of our country’s ICT industry and ICT industry’s international development trend.Then, the paper will analyze the influencing factors for China’s ICT industry growing frominternal and external angle with cointegration test to estimate every factor’s influence degreeto the ICT industry and will establish the dynamic mechanism between the factors.Thirdly,thepaper will create ICT industry growth measure index system.The paper will use mutant seriesmethod to measure the growth ability in the vertical dimension of time and use the factoranalysis and cluster analysis method to measure in horizontal international comparison angle.Finally, the paper will put forward the specific measures of growth ability from industriallevel, the enterprise level and external environment.
