To show some aspects of county administration in the late “Tongzhi Guangxuresurgence”, based on trimming and research on Liang Long Suo Zhi, this article havea depth investigation to the status of governance of HE Pin-Yu in two counties, thatenriches the understanding of the historical process and internal mechanism of“Tongzhi Guangxu resurgence”. This article is divided into two parts, about100,000words.Liang Long Suo Zhi, including various articles, is made by HE Pin-Yu whoworking in Longnan and Longquan from Guangxu15year (1889) to Guangxu26year(1900). The book is related to the culture and education, sericulture, social security,urging levy land tax, worship ghosts and spirits, repair bridges and roads and so on.The content of Liang Long Suo Zhi is very rich, and it has very importantliterature value. First, the articles included in Liang Long Suo Zhi reflect that HEPin-Yu Exchanges and cooperation, deal with local affairs with the local gentry, andhow to communicate official business with peers and superiors, all these are helpful toanaly the governing situation of local officials in the late Qing. Second, the articlesincluded in Liang Long Suo Zhi reflect political,economic, folk customs in the lateQing Dynasty in Jiangxi, so it is the valuable historical materials in Jiangxi study ofthe late Qing Dynasty. Third, Liang Long Suo Zhi is the reliable historical materials ofofficial document style study in the late Qing Dynasty, because of containing all kindsof official documents such as Xiang,Bing,Shen,Pi,Qi,Shi,Yu,Zha.It can be analyzed from Liang Long Suo Zhi that HE Pin-Yu abided by the dutiesin his post. He tried hard in doing culture and education,sericulture,social security andmade important contributions to the revival of economic and cultural of two Longs. Itshows that the county officials such as HE Pin-Yu also fulfill his duties in his post torevitalize the Qing Dynasty besides the senior officials such as Zeng Guofan. Thejoint efforts of the bureaucratic intellectuals groups contributed to a short “TongzhiGuangxu resurgence”.
