Research On The Partner Selection Approach Of Technical Innovation Alliance Based On Evidential Reasoning

Technological innovation is one of the important factors which enhanceindustrial competitiveness and optimize the industrial structure. In order to achieveindustrial technology innovation, this paper integrates multiple resources andcomplements advantages. Therefore, the technical innovation alliance is an organizationguarantee for collaborative innovation. Partner selection is the base of founding thetechnical innovation alliance. Considering that the partner selection of technical innovationalliance has many characteristics such as multiple attributes and uncertainty, this paper putsforward an approach on partner selection of technical innovation alliance under theguidance of evidential reasoning strategy.Firstly, this paper summarizes the present status on the capacity evaluating of technicalinnovation and the partner selection of alliance, and then it introduces the evidentialreasoning strategy and the IDS software. Secondly, by analyzing the literature andpreliminary investigation, this paper establishes the criterion warehouse and the criterionquestionnaire for partner selection of the technical innovation alliance. According to thequestionnaire survey to the experts in enterprise and industry, this paper determines thatthere are forty evaluation criterions in the sub criteria; then classify the sub criteria on thisbasis and determine that there are ten evaluation criterions in the second layer, such asfinancial condition; then this paper establishes an evaluation criterion of three levels.According to the judgment to the importance of each criterion in the questionnaire,calculates the weight of each criterion; based on utility principles, determine theconfidence degree of the sub criteria, and then calculate the confidence degree andscore of each criterion in every layer based on evidential reasoning; evaluate thealternative according the score. Lastly, take a regional sub-alliance of the automobileindustry for example, and do an empirical research, obtain the data of the sub criteriathrough investigation and transform it to the confidence degree, then establish the model ofpartner selection in the IDS software; make simulation test and verifies the model’s validity, then analyze the influence of the final results by changing weight of the criteria in thesecond layer. Besides, this paper establishes three partner selection model of technicalinnovation alliance such as the type of project, the type of technical standard and the type oflong-term table, and then makes the simulation test.
