Industrial structure and ecological environment are two hotspots which attractthe entire world’s attention. Industrial structure includes the primary industry, thesecondary industry, tertiary industry and its own interior structure. It’s thetechnological and economic interrelationships and proportions between the differentindustries which are shaped in the economic movements, reflecting the results ofresource distribution. Ecological Environment means the basic status of theatmosphere, water and the ground of one area. There exists close relationshipsbetween the industrial structure and ecological environment, Grossman(1971)hadever divided the influence of economic growth to environment into three differenteffects: structure effect, scale effect and technology effect, among which thestructure effect means the industrial structure. As a main way that human works onenvironment, industrial structure has notable interrelationships with resource andenvironment. Industrial structure is the bridge between human society andenvironment, the advantage and disadvantage of its composition may have greatinfluence on environment; meanwhile, the advantage and disadvantage of ecologicalenvironment status may have some influence on industrial structure too. To study thecoupling relationships between industrial structure and ecological environment couldhelp us realize the current situation, and then adopt reasonable industrial andenvironmental policy. To study the coupling relationship between industrial structureand environment of Henan province which has centralized population, hugeeconomic potentials and fragility environment has some special significance.This paper adopts the way of positive analysis, according to thePress-State-Respond model (P-S-R Model)which is being advanced by OECD,associating with the current environment situation of Henan province, constructs theevaluation system of industrial structure and ecological environment, divides theindustrial structure to employment structure and production value structure, and theenvironment to environment press, environment status, environment reaction. Usingthe method of Principal Components Analysis, the principal components ofindustrial structure, environment, environment pressure, environment status,environment reaction of Henan province are extracted; computing relative index series, then the coordination degree of Henan industrial structure and ecologicalenvironment during1989to2009by Coordination Degree Model are also computed.The results show that Henan industrial structure-environment corresponding statushas been improved a lot, tending to reasonable. And then, using the way of dynamiceconometrics, a VAR model which contains industrial structure, ecologicalenvironment and economic growth is constructed. Through the impulse-responsefunction and variance decomposition, we found that there exists positive and relativeeffects between industrial structure and environment of Henan province, and theirrelative variance contribution is different. At last, some relative policy advices areput forth based on the conclusions.
