The China’s nuclear power went into high-speed development periodafter the State Council passed “Plan of Nuclear Power Development for aMiddle and Long Period (from2005to2020)” in principle in March2006,which clearly put forward the policy of actively pushing into construction ofnuclear power. S company, one of key subsidiary companies of State NuclearPower Technology Company is facing a new challenge to seize the rightmoment and build up the capability of sustainable development.To meet the principle of introduction, assimilation and secondaryinnovation and the secondary innovation strategic management frame basedon core competence, this thesis comprehensively analyzed the formation of“123” development strategy in S company. General situation of nuclearpower including situation of energy, development trend of nuclear powertechnology and external factor to affect Chinese nuclear power in PEST waywas analyzed in section1. The core competence in S company was identifiedvia4characteristic parameters, the internal and external environments for S company were analyzed in SWOT matrix and opportunities and challenges intechnology, management and culture faced by S company was concluded insection2. In section3,“123” development strategy to these challenges wasput forward,“1” is one target to build S company as a high-tech innovationenterprise with sustainable development;“2” means two great-leap-forwarddevelopments both in technology and management;“3” means three principalworks to strengthen R&D, perfect design and excel at service. Frame,position and target of “123” development strategy was analyzed emphatically.3mechanisms including communication, training and incentive are necessaryto implementation of “123” development strategy in section4. The section5is the summarization of “123” development strategy and proposes therequirements in both dynamic management and implementation for strategysuccess.
