Since the concept of core competence was put forward in 1990, applying corporate competence theory to reveal its strategy secret has been the latest trend in the world. There is increasing recognition that enterprises must have their own core competence if they want to win a competitive advantage and obtain huge profits.The core competence of the corporation is demonstrated by all organic combination through culture power, study power and innovation power under the influence of culture power. In the core competence, enterprise culture power lying in the center of its structure is the spirit engine source of study power and innovation power; Study power, between culture power and innovation power, acts as their bridge and links them and allows enterprises to the accumulation of knowledge, and also provides a knowledge base for innovation power; innovation power lying in the most outer layer of core competence, it allows the enterprise to form core expertise in the market so that enterprises will gain competitive advantages. Thus, the ball-type structure models of core competence formed in this paper is made of the culture power as the in-core, study power as the sub-core and innovation power as the outer-core. The structure proposed in this way will make core competence research more specification, sense of level and visualization.How to evaluate core competence is crucial to an enterprise. Because the evaluation of the core competence is the prerequisite to cultivate and enhance corporate core competence. To evaluate core competence effectively and quantitatively, it can be preformed with the math method of fuzzy comprehensive evaluation based on the evaluation index system of core competence.The process of cultivating core competence is essentially the process of cultivating culture power, study power and innovation power which constitute the basic elements of core competence. As to their cultivation sequence, it can be done from the enterprise culture power (in-core) to the enterprise study power (sub-core) and then to enterprise innovation power (outer-core). Therefore the relevant methods to cultivate core competence are to cultivate a unique enterprise culture, create a learning organization, and continually enhance it's innovation power.
