In the21st century, the competition is about innovation and cost, especially forthe manufacturing enterprise. The management way, the innovation ability and themanufacturing cost determines the survival and development of enterprises. Especially,the human cost is a big difficulty for each enterprise. Human demand forecasting ishelpful to control the human cost from the source, but with the increase of uncertainty,the human demand forecasting increases the difficulty.Based on the previous human demand forecast research, such as the leanproduction, cost control theory, salary structure theory, job analysis and work studytheory, through the analysis to relationship of staff salary elements, this article set ahuman demand forecasting model about the number of employees and overtimeworking hours to make the cost minimization. Finally, combined with the specificcircumstances of enterprise M to apply and research the manpower forecasting model,it proves the actual operability and feasibility of manpower forecastingmodel.Through the establishment of staff efficiency index and human cost index, wefurther verify the model can help the enterprises to promote the efficiency of personneland human cost improvement, to provide a new prediction method for manufacturingenterprise in the human demand forecasting and human cost control.
