With the rapid development of China’s aerospace industry, the productionwork load of the related departments has increased enormously. Nowadays, theassembly and testing of aerospace products still mainly rely on manual work,which means a large scale of human resources. At the same time, the humanresources vary a lot since different production phases have different demands. Itwill lead to lacking of human resources if the demand not well-prepared earliersince the train period for workers is very long. On the other aspect, to maintainhigh-level human resources brings huge and dispensable cost. In that case, it isvery significant and practical to forecast the demand of human resourcesaccurately in advance.The forecasting and planning of human resources for the long run is anaggregate planning problem. It is necessary to make a balance between theenduring varied demand of human resources and the stable current humanresources, to maximize the profit. For the production of aerospace products, toensure the date of delivery and optimize the cost should be considered.Based on the characteristics of multi-platform aerospace products and themanual assembly and testing, this research establishes the human resources’input-output model, forecasts the production ability in advance, tests the workload of assigned tasks and realizes the estimation of human resources level in thefuture. The research contains mainly:(1)Comprehensively analyze human resources models of different studyareas in literature, to find the characteristics and relation among models. Analyzefrom the forecasting angle and the assigning angle with consideration of currentsituation. Review the literature of establishing aggregate planning managementmodels and algorithms.(2)Collect model data include task content, workers’ types, standardworking period and human resources of different platforms. Collect data ofcurrent available human resources in different phases, work load, numbers ofworkers of different operations. Collect data includes the arrival time of tasksand the due date for every year. (3)Based on the forecasting of production tasks and amounts, simulate thedemand of human resources and obtain the curve of human resources load.Simulate for several times using different load level, obtain corresponding results.To evaluate the production ability comprehensively based on a specificplatform’s product.Eventually, the research establishes the human resources’ input-outputmodel to realize the accurate forecasting of the task load and human resourceslevel and take measures and adjustment in advance to make sure the tasksfinished on time.
