Through analysis the COE’sorganizational structure,job responsibilities, workflow, emphases and effectevaluation, it shows that using COE, which is a virtual team, can solve theproblem of the low quality of project implementation that enterprise projectmanagement capability, the impeded of Information communication and theshortage of risk control. At the same time, we lay good foundation by organizethe further improvement of project management maturity.
