As an important part of Chinese government investment reform, the pilot ofthe agency construction system has been carried out more than20years time.On the basis of learning from international advanced experience, China’s localgovernments have formed a distinctive mode of the agent construction as Beijing,Shanghai and Shenzhen. In fact, the agent system is based on a "government"mode or "enterprise" mode, the actual performance depend on the localcircumstance.Tianjin’s government investment project of the agent construction have beenimplemented more than ten years. We have made great achievements andprecious experience. At present, the government investment projects areincreasing rapidly. The disadvantages of the Tianjin model is more and more clear.The involved laws and regulations are incomplete, marketization to select agentcompany, lack of incentives, long time payments and the weak regulatorymechanisms.With comparing the advantages and disadvantages of domestic typical agentconstruction,combined with the local circumstance of Tianjin’s constructionmarket,this paper makes recommendations on improving the Tianjin mode. First,implement the transformation of government functions. Secondly, establishingTianjin local laws and regulations of the agency construction system. Thirdly,using a combination of internal and external incentives to improve the agencycompany’s passion. Finally, forming a transparent monitoring system. In theseways, we can improve the efficiency of government investment projects, developthe agency construction market and give the people benefits.
