In order to change the current construction situation of government investment projects, to improve the returns of investment and to advance the overall management level of the investment project of our country, the construction agent system was putted forward. So far, the construction agent system has made prominent achievements through the pilot projects in some parts of the country, but still lack of systematic research in theory. Unified regulation and the feasible methods which supposed to be put forward by the government haven't come up yet. Then to improve agent construction system and to make construction agent system more efficiency have became a hot subject.This paper adopts the method of theory, demonstration and case analysis. Taking the construction agent system as study object, following problems were thoroughly researched: First of all, relatively drawing lessons from the advanced mode of the project management of foreign governmental investment, making a summary of the drawbacks of the traditional management mode, the shortage of the construction agent system on government investment projects, and analyzing the current situation, deficiency and the improving direction of the candidate of the construction agency. Second, building an evaluation indicator system of the construction agency with combining the evaluation indicator system of how FIDIC choosing the project consultation agency. The evaluation indicator system of the construction agency makes a whole evaluation of the construction agency. Last, adopting the method of analytic hierarchy process to confirm the weight of every indicator. The evaluation indicator system of the construction agency comprises the following five parts: managerial ability of the project, bid offer ability, technological ability, prestige of market and economic strength. It combines the quantitative analysis and the qualitative analysis together to evaluate the construction agency. It has important value that above-mentioned research made construction agent system sound and boost market bidding mechanism of the construction agency choosing.
