This paper is about the manufacture business of Z Corporation, researching onthe manufacture dilemma encountered in the process of development. And it put for-ward step by step manufacture-outsourcing decision that can be suitable for multipleproduction lines, with a view to offering help and suggestion of the manufac-ture-outsourcing decision in Chinese high-tech enterprises.The enterprise hopes to maintain their core competitive ability and reduce theproduction cost after manufacture-outsourcing. The method proposed in this papercombining management decision-frame of the manufacture system, firstly from thestrategy carrying out manufacture-outsourcing decision, in order to maintain the corecompetitiveness of enterprises. Then it analyzes from microscopic technical aspectsto implement by manufacture-outsourcing to reduce the production cost. This paperdrew lessons from outsourcing-related theory and other management theory, puttingforward manufacture-outsourcing decision method from strategy, production maturitylevel, industry resources, production cost, risk control five aspects to carried out stepby step analysis. Meanwhile, the paper designed the specific manufac-ture-outsourcing model, in order to guide manufacture-outsourcing decision making.In the course of this study, the author combined the actual situation of Z Corpo-ration to solve the dilemma encountered in manufacture-outsourcing. Through thisresearch, we obtained the following results in the manufacture-outsourcing:1) To clarify the decision-frame of the manufacture management in high-techenterprise. It distinguished and discussed the relations among manufacturing-strategymanufacturing-tactic and manufacturing-mode.2) To set up the systematical and step by step decision-model of multiple pro-duction lines manufacture-outsourcing decision, which maintain the core competitiveability of the enterprise and satisfy the low cost and rapid delivery.3) To propose a special solution for the manufacture outsourcing dilemma ofZ-corporation. It suggested that Z Corporation should adopt different manufac-ture-outsourcing model that can meet low cost requirements and rapid delivery de-mand from customers.
